I just assumed that, armed with more money, arrogance, and technology, old GL loaded every inch of frame with CGI effects and forgot about "story."

The original movie follows a very classic myth archetype. It's a "story of the quest." There was no story in "episode 1." I didn't even bother with 2.

Allow me to play devil's advocate, as I've wondered about this. Way back in the day, Lucas made a comment in an interview that he could stretch the story into 9 movies. Some hardcore fans took this to mean he actually planned on making 9 movies, which he later denies. However, fans still demand that Lucas make more movies to "flesh out" the story. Since the background for the trilogy is already mostly in place it would be too easy to just put the story on film. There is no "story" because all GL has to do is film the rise of the emperor and the fall of Anakin. They're not meant to be a stand-alone trilogy like the first one, just a supporting prologue (stretched into 6+ hours). What an easy way to net $400 million a movie!
