It's snake oil to think you'll get 20hp from it, but it will work.

You can get a resistor at Radio Shack and put it in your Air temp sensor housing, instead of the sensor.
Not sure which resistor to use but it would be cheaper. My guess is less than a buck!
Same as using MIL eliminators.
All your doing is tricking your engine to think it's colder outside and dump in more fuel.

Very bad if you want good fuel mileage though.
