If it only happens when the a/c or defrost is on then it is most definitely low on refridgerant. Charge it up and it should go away but you may need to fix a leaky component also.
Not true, my car does the same thing idles up and down 500-700 with only A/C or defrost on. I had my system recharged like a few CEGers said and it didnt fix it, it still idles up and down just not as often for some reason, also there is no leak they used the dye no leak was present.
