I have found that it is common for the elitists in our society to assume that someone with a a slower speech pattern and a twang to be unintelligent.
Many of the mistakes Bush makes in pronunciation (such as nuk-u-lur)and grammer are common to someone who has spent so much of their life in the South. Speech is often more of a regional thing than an indicator of intelligence.
I am surprised that you, being in Atlanta, would fail to recognize this common prejudice against Southerners. Being in WV, I see this quite often.
