pre 98 had a hidden nut molded into plastic frame. those nuts normally seize to the bolts and then break loose in the frame. that's most likely what you have. I drilled a hole and mounted the plate w/ stainless steel bolts and nuts. w/ washers and all it was water tight. worked w/ no drama for four years and two license plates
