The term is hygroscopic or deliquescent.
It refers to a substance that readily absorbs moisture (water vapor) from air. Cooling hygroscopic materials reduces the hygroscopic tendancies and "enhances" storage by minimizing moisture content.
As far as I know, hydroscopic is not a scientific term. If it were it would refer to substances that readily absorb water in the liquid state as opposed to the vapor state.
