I have yet to see a restaurant/bar/etc that does not allow smoking (in Houston). If I want to eat out I have to hope that the smoke does not make it to the no-smoking area.

No, you and others like you, are expected to demand that club owners prohibit smoking in their clubs.
The vast majority of people hate second-hand smoke. If all those people told business owners that they wouldn't come there if people were smoking you can be guaranteed that the policy would be changed the next day. But instead you don't complain and you just keep going there "hoping that the smoke doesn't come your way", giving tacit approval to the management of their policies.
It's no different than if you got bad service at that restaurant -- if you don't complain to the manager the problem will never be fixed. But we're so afraid of confrontation in our society that people almost never complain about anything to the people that can directly fix the problem and when someone does you can hear everyone around them whispering "Oh my God, I can't believe they just said that!"
