Where on earth are you getting your number from...? A two-minute Internet search will show you that Gore won the popular vote by 543,895 votes. By the electoral college (which I still say is obsolete) votes, Bush won by 5 votes, 271-266.
The only race "decided by the supreme court", Florida, Bush won by 537 votes.
