Sure when the water is at the right temp, i.e. ice. Which as we know will never last in the summer in any car. Though that can very on the effcieny of the heat exchanger.
as long as the water is below charge temp it will have its 14:1 cooling capacity in the IC. Ice would certainly increase the heat removal efficiency but is not needed.
