Not legally, no. Many people get away with it in the front window, but I have been ticketed for this a couple of times. I finally just gave up and put the damn thing back on.

I have got pulled over once for it, out of driving four cars, my 93 saturn, my 2000 ranger, my 95 contour, and now my 99 contour. Got pulled over recently going through algona/milton area... they stop you for everything.

Yep, the plate is still required, however, the tab's are no longer suplied or need on the front plate. On a side note, I had a 90 SHO before I got my Contour, and I got into a little fender-bender, (it just knocked off the front plate) and I never did replace it for almost 1.5-2 years. It truly dose matter what town you live in and if the cops woke up on the right side of the bed.
