Quite right. Where most people get confused is that they don't realize that Water Wetter is meant primarily to benefit pure water mixtures and not water/antifreeze mixtures.
It is used in road racing vehicles where antifreeze is not allowed (due to it's slippery nature) on the track in case of leaks or spills. In those situations, Water Wetter is doing for the most part very much what the antifreeze will do, but not introducing a slippery subsatance into the mix and therefore it's legal to use in situations where antifreeze is prohibited.
When it is added to a water/antifreeze solution it's benefits are marginal as the antifreeze is designed to do basically the same thing.
I do use it myself but on my Mystique which doesn't have the SVT's oil cooler. I found that the temperatures on the Mystique on the road course would be above normal (m/m-a) after several hot laps. I couldn't tell if Water Wetter made a difference (too busy to stare at the gauge, only get quick glances). I don't (didn't ) use it in the SVT because my temp. was always great with it on the o or between o-r.
For the individual to see a drop in temperatures after startup it is likely they have an overheating problem and the car was turned off long enough for the coolant in the rad to lose heat quicker than in the block and therefore bring the gauge down at startup when the cooler coolant from the rad circulated past the temp. sending uint.
As Demon said, the Water Wetter wouldn't be the reason.
