For $300 you should be able to pickup a used SVT TB from the classifieds here and get the K&N. If you're lucky you might have enough left over for a CAI (some have said they like the Cougar Concepts one - I don't know anything about them - others may know of better CAIs) or just do a heat shield yourself.

If you do it that way then you can always get your TB optimized later (you can put your stock SE TB on while you wait).

Ok, a brand new SVT TB is ~$170, I have seen used ones for $50 in the classifieds. A CAI, say a Custom Cougars or GMK, IIRC is no more than $150. There ya go. Optimize the TB your damn self, just don't try to knife edge it unless you have experience, trust me from experience.

Ok since we are asking what if questions?

Would I stand to gain or lose if I put a mustang 65mil TB on my Tour?

Mods are.

SVT UIM
open air element
MSDS headers
MSDS Y-pipe
SVT exhuast without the resonator.
Currently a SE TB that is optimized. ( Had tremendous results from that )

You're probably due for a 60mm TB, but any larger on a N/A 2.5 appears to be overkill.

I think thats true even on a 3L. Demon has done all sorts of testing with that stuff, and last I remember has lost power with a 65mm TB. I'm pretty sure he's still using an optimized 60mm TB still with his current 3L and has found it to provide the best gains.

IIRC he showed a loss on his 2.5L with lots of mods. His website says he's using a 65mm TB on his 3.0.

Bottom line - use the 60mm unless you're planning big big mods. Many people report that their butt dynos like the 65mm TB, but it's been shown to lose hp at WOT.

Ok what if you swap said TB on and find a way to build it up a bit so it doesn't flow @ 65 mil specs? Could this still work? Reason I ask is I am looking at a 65 mil TB that looks to be a direct swap already for my 95. I wish to retain the TC I have so I am looking for an effective means to do so. Does this make sense?

Thus defeating the purpose of a 65mm TB.

I don't know whether the 65 or the 60 can be adapted to TC. I'm sure somebody on here has tried.

Right but making it in effect the same as a 60 mil or so. Point is there is one for sale that is already to be bolted opn to my car. Thus no modding in that regard and that is appealing.

I see what you're saying. How would you go about "building" the TB up so it's more restrictive? That just goes against everything I do!

Bottom line - Do as you wish. It's your car/time/money.

P.S. I love your "I am Canukian"

I understand it goes against everything but it was or is just a thought. As for a build up material? Silicone sounds good as it can be shaved down or built up as required.
