I noticed my car is alot faster with the cats gutted, but sometimes my car feels like its about to stall out for some unknown reason.

MIL eliminators are needed for gutted cats just as they are with the MSDS headers. You will get a CEL without them.

Are the MIL eliminators needed with a pre-OBD-II?
