Its possible that something along the runners is broken and is casuing you secondaries to hang open...or your curent IMRC is bad (but mostlikly not because most of the time it would throw a code....

Whistling? There's no whistling. It does feel sluggish in the lower revs, which I have put down to the secondaries being open. I just don't know why they are opening so early though..

When you operate them manually do they snap right back with a lot of force from the return spring?
Are the return springs hooked up?
The secondary plates are not stuck and the return spring is hooked up. They move freely, and snap back when operated manually. I cleaned the LIM thoroughly about 1 month ago and before reassembly I ensured that the linkage and all plates were moving freely so everything is fine on that side of things. The problem is that IMRC is opening them 5 seconds after I start the car, before I even drive the car or even touch the gas pedal. When I turn the ignition off the IMRC releases the cable and the secondaries snap shut again.
