Burying Aircraft has nothing to do with this, aside from showing how easy it is to hide things. There was no real reason for Saddam to bury the aircraft. He was allowed to have a standing Air Force. He was burying aircraft because he sincerely thought that he was (and still thinks he will judging by his testimony) rise to power again and will need a standing military to protect his nation. It's the same reason why he didn't send a single plane up during the invasion.
It was the action of a crazy man, further evidenced by the fact that many of the planes were buried with no protection at all from the sand, rendering them entirely useless as aircraft when/if they were ever uncovered.
