If they do finally offer up the position go in FACE TO FACE, not on the telephone:
1. Thank them for the opportunity
2. Let them know how much you're looking forward to working there
3. then let them know about the higher offer & ask them if they'll meet it to offset some of the hassle/expense of re-locating.
They may go for it if their bottom line is not too tight, and/or if they're reasonable.
