Not the rings, but the cylinders. Even if the motor is still together, moisture will build up and cause rust on any bare metal in the engine. A little surface rust is no problem, the first time its started, it will most likely get rubbed off with no problems. Let it go long enough, and the metal will starting pitting, which means you will need to rehone the cylinders, or at worst, have to bore to good metal.
