Got to ask, my 98 CD manual is calling the "oil feed sensor electrical connector". I found under removing the valve cover?
I',ll keep digging though!
Underneath valve the cover is the soleniod that controls the pressurized oil flow to the VCT. Looks like taking off the valve cover you should see this solenoid. solenoid resistance 3.0 to 6.0 ohms.
Disconnect the VCT solenoid valve harness connector.
l Key on.
l Measure VCT circuit voltage at the VCT solenoid valve harness connector.
l Key off.
l Was the voltage reading greater than 10.5 volts?ยต 1. Disconnect the oil feed sensor electrical connector.
One other test basically each pin to soleniod case (I'd assume to ground/head or what ever to ground.)
fuse F-9 feeds this (once the PCM relay is energized) and Idle speed control valve and something else that was not the this screen.
I'll continue looking the procedure if is it's listed?

Diagnostic Trouble Code (DTC) P1380 indicates a short or open exists in the VCT Solenoid valve circuit. P1380 is a KOEO, KOER DTC, Continuous Memory DTC P1380 will illuminate the Malfunction Indicator Lamp (MIL).
Possible causes:
-- Open or shorted circuit.
-- Damaged PCM.
-- Damaged VCT solenoid valve.
l Scan Tool connected.
l Start engine and bring up to operating temperature.
l Check for DTC P1380 in KOEO or KOER Self-Test.
l Key off.
