I am about to start sanding my headlights but I noticed on step 11 that it has Meguiar's cleaning stuff. I only have the Clear Plastic Cleaner not the polish. Would it harm my headlights if I only use the cleaner and not polish?

Nope. You'll be ok. They will be clear, just not as clear if you were to have the plastic polish.

My headlights got crazy clear after just the cleaner. But the polish really brought out the shine. You can probably use the cleaner and then put on a coat of plastx which you can get in a small trial envelope for $1 at autozone, which is enough for both headlights. Then juts finish it off with a few layers of wax, i used the burgundy cleaner meguiars wax, for more shine and protection, especially from fogging.
