I would run 60% water and 40% OAT antifreeze with water wetter (1-2 bottles) taking the place of an equal amount of antifreeze.
More water because water transfers heat substantially better then antifreeze.
OAT because it is night & day better then phosphate & silicate coolant (the dark ages are over already folks!)
That will still give you plenty of freeze protection for any weather and give you superior cooling ability.
You could even run 70% water actually. Especially if you change your coolant mix regularly which is just a smart thing to do anyway. They even sell just the anti-corrosion and additive package you can add if you think 30% antifreeeze isn't giving enough.
However extremely cold climates likely would not have the freeze protection they need at XX below and up to triple digit wind chills. Of course increasing your concentration is just a 5 minute job.
