can i paint my rims with the tires still on them, also i want to leave the lip silver.

you probably can, although it will be more prone to cracking since there will be an exposed lip of paint since the tires are still on. Not to mention, it wont nearly hold up as well as powdercoating.

Done it with no problems. Key word is PREP. Properly prepped, the paint will last just fine. You will have to throw away all those strong wheel cleaners, though. I use plain soap and water.

Use a few coats of clear to help the paint last longer.
