My 98 SVT has a severe throttle hang. Often increasing from 200 to 1,000 rpm in between shifts. Eventually rpms will drop after prolly over 10 seconds. I do not believe this can be fixed by the "throttle hang fix". Is there any other options i can look at to fix this. In the mean time its frying my clutch and wasting my gas!

The TH fix is the only effective solution I know of. Been used by BMW owners since the early 80s.
Must be that jumbly-wumbly thing happening again.

Why not? What you describe is pretty much the definition of throttle hang.

I vote to modify that last statement to: "Exactly the definition of.."

Try the throttle hang fix and see what happens. If the throttle hang is still out of control, look elsewhere.
Some of the other things to do: clean the IAC valve, clean the throttle body, look for vacuum leaks or any other unmetered air, clear the adaptive strategy from the processor by pulling underhood fuses 4 and 11 for at least 5 minutes with a warmed up engine then drive mildly for about 10 minutes to start the adaptive relearning.
If the IAC is beyond cleaning or badly worn, it may need to be replaced.
I'm betting that cleaning the IAC and throttle body along with resetting the adaptive strategy will make a big improvement. The throttle hang fix will refine the repair.

Apparently you were meaning to type "tilts", when referencing your sunroof, and how it will tilt an extra 1/4 inch in either direction...

natesvt, Sorry for the late posting. I had the exact same problem last year. I did everything Big Jim suggested but still had the problem. Then I noticed one of the posts of my battery had a small crack that was causing a buildup. I replaced it since it was a three year old original battery. The problem was fixed. Last week the problem started showing up again. I checked the battery and found two cells low on water. The cells weren't exposed, just low. (I'm not used to checking the levels, I'm used to maintenance free sealed batteries. Next time I won't cheap out.)
I haven't seen anyone else discuss this. My experience leads me to suspect my ecu is very sensitive to voltage levels.
