Dunno if this helps but 1gal = ~3.8L

Use GPM actual= GPM design * SqRt(Delta P actual/Delta P Design) (You can use CFM in that too)
A lot of derivations of this as well as Fan Laws and the derivations for Pumps and Centrifugal Compressors)
