I have been convinced to replace the timing belt on the family 99 Contour 4cyl, automatic. The car is running and timed correctly at present. What are the minimum special tools needed? Can it be done without removing the valve cover?

You need to get a Haynes manual most likely. Secondly you need a camshaft/crankshaft alignment tool,and a belt tensioner wrench, and there are a few other speciality Ford tools your will need.
