How do i reduce this crap? When My speakers are being played at low levels I hear soem gay road noise coming through them. They are Pioneer 6x9 2 ways. Being pushed with a 400 a4 Fosgate amp. I also have a sub.

Are the power lines and signal wires separated or run next to each other?

Check your amp grounds, if not grounded well, they will hum and give road noise thru the speakers.

Make sure your amp gains are properly adjusted. Ideally you want them turned down as far as possible and still get your rated output.
If your not sure, then turn them all the way down. Next, if you always have some bass or treble boosted to suit your taste then leave them in that spot. turn the volume up on the head unit about 3/4. [maybe slightly less if you really have bass and or treble controls cranked up.] Increase the gains until you notice the speakers starting to distort, then back it off a little. If your amp has a seperate gain for each channel, I recomend you fade/balance to each channel with the head unit as you go.
This should be done to any system to help keep the noise floor low, and get maximum dynamic range out of it. Sometimes it reduces the noise to inaudible levels. If you still have noise after this step then start looking at system hook-up.
