Likely due to the secondaries not opening, possibly due to a failure of the IMRC (Intake Manifold Runner Control) box. It could also be that the grommets that hold the secondarly linkage together have deteriorated. The part number for these grommets is F5RZ-9F955-AB and there are a total of three.
If it is the IMRC box, there are primarily two modes of failure:
1. The cable that attaches the box to the control linkage frays and snaps. What usually triggers this failure is carbon buildup in the LIM (Lower Intake Manifold) causes the butterflies to bind up. Yearly cleanings and/or a PCV system filter that collects oil before it is deposited in the intake is necessary to avoid this.
2. The circuit board in the box fails.
The first failure can be fixed by fashioning a new cable. A new cable only is NOT available from Ford, so it is up to you make one or get one from a box that has failed by the second failure listed.
The second failure requires a complete replacement. However, you could sell the cable portion to someone who has the first mode of failure. One possible characteristic of this failure is the secondaries will open the first time the car goes over 4K revs after start, but won't work after that.
It is highly recommended that you remove the plastic cover that reads "Duratec" on it. It traps heat underneath it, which will slowly kill the IMRC box electronics.
Please note, that 1995 V6's do not have a IMRC box, but instead the secondaries are controlled by vacuum. If the secondaries are not opening, then you either have a vacuum leak or the butterflies are binding.
If your secondaries are opening intermittently, it is a good idea to pull the intakes and clean them. Pay special attention to the butterflies.
