So, after speaking to the costumer centers in the US and Brazil about recall 99M03, I figured the following paradox:

The ´95 Contour with its cracked underhood wiring harness is doomed to be wasted because:

1. The car never was officially imported to Brazil, it´s an independent import, that´s why Ford of Brazil refuses responsability for the recall.

2. The car (obviously) isn´t operated in the US, that´s why Ford US refuses responsability for the recall as well.

Not even my assurance that our company (an authorized Volvo dealer) would treat the shipping charges and assume responsability for the installation was sufficient to get the recall kit shipped.

From Ford´s e-mail header:

Well, is that so ? I have told them that I find their position unacceptable even more if you considere that they didn´t gave me an option or alternative whatsoever.

The car is perfectly elligible for the recall:

Ford Contour 2.5SE, 1995, 1FALP67L2SK162673, 42000 MLS

What should I do ? Talk to God ?

Can somebody give me a P/N of the central wiring harness, a price and an idea where I could buy it directly ?

The wiring harness can only be purchased in it's entirety (not in indiviual system harnesses). There are four harness pakages for a contour. Depending on whether you have and ATX/MTX 4/6 Cyc. AC no AC, etc. there are several possibilities.

The cost of the harness usually exceeds the value of the car. Mine, for a 95 atx 4 cyc w/AC, would have cost me $1500 without installation, if it werent for the recall.

good luck, maybe you could trade the car in at the ford dealer, then it would be ford's problem.

If you want a price quote you also need to tell us if it has ABS or not.

Sorry guys for answering that late:

It´s a 1995 Contour 2.5 SE, ATM, A/C, without ABS. I´m aware that the costs of the wiring harnesses might exceed the value of the car itself if you apply american list prices. Brazil however seems to be another world, especially their math for used cars is quite funny down here.
