What is the proper procedure for finding the TDC for #1 Cylinder on the 1995 2.0L Contour? I know the timing belt has jumped, and using compression to check for TDC is not going to be correct. So.........how do I set the crankshaft at No. 1 TDC so I can replace the timing belt, tensioner, etc??????

Note: When you looking at the front of the engine normal crankshaft rotation is clockwise
You need to have some certain tools first off
You need a large socket and braker bar and a compression guage if you dont have those tools you need to find them.
First thing, even if you have an auto. put the tranny in NEUTRAL, and remove the key.
disconnect primary eletrical connection at the coil pack remove the spark plugs and install a compression guage in the #1 cylinder
With the guage installed turn the crankshaft clockwise with the socket and breaker bar remember that you need to put the socket into the vibration damper bolt which is threaded into the front of the crankshaft When the piston approches TDC it will noticeable on the guage. Continue to turn crankshaft until the keyway in the crankshaft damper is in the 11 o clock position and the notch is aligned with TDC mark on the front cover. Now the #1 cylinder is TDC, by the way if the marks were aligned but no compression was formed repeat the procedure as that was just an exhaust stroke.

Well I think I am at that position now. Do I align the second set of marks on the pulley with the raised block on the engine, as Haynes describes? Also, should the keyway be at 11 or straight up when the pulley marks align with the block? I used a straight edge on the left side of the raised block on the engine to gauge how close it was to the second set of marks on the pulley turning clockwise. Let me know if this sounds right. thanks!!!

See Haynes manual 2B-4 figure 4.6 that is how you want yours to look.
The mark on the pulley has to be aligned with the mark on the engine front cover as shown. If you look close at the pulley you will see a keyway above the bolt holding the pulley on, that is how you measure the 11 o clock position.
The keyway should be at 11 o clock when marks B and C are aligned.
It sounds like you have it right.
