I have poor night vision so I have been looking for some good after market headlights. I have seen the best are HID, but hey are 4-500 dolllars. So I've looked at Xenon Bulbs, they look like they would get the job done, however a friend of mine in telling me that they are actually worse than the factory lights, any opinions?

Yep, I put the 9005s in they work great IMO.

Silverstarts are good, but they are TERRIBLE in the rain.

The Sylvania silverstars are the best way to go, but you gotta get the 9005's and mod them to fit. All you have to do is cut out the little tab inside and your all set. I have them in my 93' Regal and had them in my CSVT before I got my HID's and let me tell you this, its a HUGE improvement and doesn't hurt the wiring, not one bit Definately the best mod for the money, bar none!

I picked up the silver stars today and what a HUGE difference. I noticed it immeadiately. but if you use the 9006 you don't have to mod anything, they slide right in, but the lights were a pain to get to. I'm going to use them in my 97 626 as well. I don't know if it's the same across the country, but Autozone has them for 19.99 per bulb as of today. Just an FYI.
