Some wheels are hub-centric others are lug-centric. I would suspect your wheels are lug-centric as you do not have the hub-centering pieces.
Mine are very small black plastic rings that fit into the back side of the wheel. Double check to see if you have the small ring inside your wheel by pulling it off.

If the center bore of the wheel matches your hub diameter exactly, you don't need the rings. If there is any gap at all, you need them.
Any wheel that needs them is not hubcentric. The ring simply allows the lugcentric wheel to be properly centered on the hub while you tighten the lugs.

my wheels didnt come with the black rings. i had to order them. the center inside of the wheel will have a slight inward recess where the hubcentric ring pops on allowing the wheel back to be flush to the hub

your best bet would be to order them from your wheel manufacturer/dealer so they fit your wheel/hub perfectly...
I just got a set for my wheels from the mfr...$25, they were more than willing to help w/o sending me to one of their dealers. It might be cheaper for you that way too.
