will this allow the emmission test to past. I have driven over 200 miles and no cel returned after cleaning the tb. Willl I pass? I have a buddy who drive a honda civic who unhooked the battery to reset his cel and passed...what do you think?

Sorry to tell you but probably not. I am pretty sure that almost all inspection stations check for this. Your car has to be in the proper drive cycle for all tests to complete. When you reset the cel the car is no longer no longer in this drive cycle and takes some time for the PCM to test all the systems.
Depending on what code you got the first time, it will most likely return when the PCM tests for it again. What code did you get?

I live in MI, and back when we had emissions testing, I would dump some rubbing alcohol into the tank before the test. The alcohol would increase the burn rate and helped to pass emissions tests. As a matter of fact, I never failed a single test with this method.
Keep in mind, I'm not advising you to do this, only sharing what I did in the past.

hmmmm...I had a CEL for a little bit (on and off every now and then for about a week) but when I went to get my emmisions done they didnt even mention it to me. I never cleared it or anything.

The car will actually run worse right after PCM reset as it is trying to relearn the optimum driving parameters.
Yes OBD-II tracks PCM reset until it passes 3 full driving cycles. (I.E. not short trips)

200 miles is quite a lot, I'm sure it will pass. btw, here in TN you can pass with this 'reset and go back next day' trick. I have 2 coworkers who did. The emissions place's code reader indicated a recent reset and insufficient measurement data, still, they let them pass.

I think that if you reset the PCM and then drove the car for 200 miles without the cel returning, all systems should be fine. I believe the system only needs 15 miles to recalibrate itself. So...take it to get inspected and see how it goes.

That's great for tailpipe tests, but if the CEL's lit they won't even bother to hook up the sniffer, you'll just fail immediately.

So are you saying the problem for the CEL and that it doesnt return? In that case you should pass no problem.
