Greetings;
I have a 1995 Countour 4-cyl and the A/C is not
working well. Some cold air comes from the vents
but not as much as I expect confused .
What pressures should I see?
Currently steady state (off) pressure is
about 80 PSI. With the A/C on I get 45 PSI low
and 220 PSI high. Abmient Air is 78 degrees F.

Are these numbers OK? or should I add more R-134a?
Fully charged, what are the proper pressures
(say at 85 degrees ambient)?

I'm from near Atlanta so I know how hots its been lately. Your pressures are definately not low. They look just a little high to me but that may be because your radiator fins are a little plugged. Take a hose and try squirting through all the condensor and radiator fins very thoroughly and see if that helps your air performance. Also try using Max instead of A/C because air inside the car is cooler than the outside humid air. The low presure should usually be 30-40 for R-134a. The high side pressure should be about 2.2-2.5 times the ambient temperature. Your pressures aren't really that far off but definately not low. So try the things I said to see if that helps if want. Hope this helps.
