They 're getting so bad, I can barely see the bulbs inside. The lenses look like a frosted bathroom window. It seems like micro scratches are the cause. Is there a way to clear them up? Should I just buy new headlamps?

Use a mild rubbing compound to polish them up. There is a scratch coating (similar to what is on eye glasses) that seems to dis-color. Also try silver polish. You have to buff the crap out of them, but they can be improved...
