I had 1 wheel with some sort of brake dust looking stuff that was sealed on or something and nothing would take off, so I used blue magic wheel polish.

I use Westley's Beach White tire cleaner to get the brake dust off my rims 2000SVT factory rims. Seems to work good, plus it also cleans the tires.

i have the 12 spoke SE rims and i have the same rust problem around the circumference of the rims. ive used a lil CLR and it worked a lil but i think that might be waaay too corrosive to the clearcoat so i havent used it again. Westley's worked really good on takin off the dust but sucked with the rust film. i have a bottle of simple green sittin under my kitchen sink so ill try that. thanks for postin this topic.
