The damper has an inner hub, a rubber ring, and then an outer inertia ring. These are basically held together by strong glue and a tight fit. The glue's strength fades over time and the rubber deteriorates. For a 8 year old car (1995 Cont. in your sig) it's not unheard of. Will it fail tommorrow? Probably not, but personally, I wouldn't want a 1/2 lb or so weight spinning a few krpm loose in my engine bay.
