I'm thinking about purchasing new tires all around and was thinking if I should take the brackets which were installed in the front coil springs which were to protect the car in the event the springs cracked or broke. Seems like the room between the brackets and the tires are separated by a few millimeters. The bolts from the brackets seem to have rubbed off rubber meaning they touched when going over bumps. Any suggestions? Thanks.

You can trim them to make room, but don't drive without them.
