My throttle cable seems to be sticking on 98 CSVT i was wondering if anyone else has had this problem and what the easiest fix was

This is a common problem. Do a search for "Throttle Hang" and read to your hearts content. I also believe there is a fix listed in the how to section. Good Luck and welcome to the CEG!

It's either that, or the throttle body plate is sticking on all the goo that builds up in there.

As Lance said, most common cause of a sticking throttle is a dirty throttle body. Clean your throttle body and see it that solves your problem. If not, post again so we can provide additional insight of what else to look for. I'm betting that cleaning your throttle body will solve your problem.

Cleaning will entail taking off the TB for the most thorough job. One thing that differed on my 98 SVT, that I didn't read in any of the How-To guides, was to use a 10mm deep socket to remove the 4 nuts on the TB. The one I read even said 8mm but it wasn't even close. The lower-right nut absolutely needs a deep socket to get to...no other way around it. I found this out after I had the MAF off.

Take it off to clean if you want, but I believe that it really is not necessary. Of the many times I have cleaned mine, I have only removed it once. With a bit of care, it can be cleaned in place nearly every bit as well and it is a lot easier than taking it off.
