Okay, I'm at home and have the old thermodynamics book out.
Carbon monoxide formation during the combustion process is a result of too LITTLE air. The fuel mixture is too rich and that's why your not passing inspection.
I really don't know how to improve the airflow to INCREASE... It could be your oxygen sensors are going bad....

Change the MAS (mass airflow sensor) it's going to help , - helped me..

THEORETICAL ideas are fine in THEORY. :p Stuff that works in reality: changing the oil, the plugs, decarbonizing the engine with a product tht goes in the gastank... An INEXPENSIVE bunch of stuff that usually WORKS to pass inspection. Total cost Tecron $10, Plugs $8 to $40, oil change $20 (you need to do this anyway) and a new filter $15............ and some spirited driving to make the engine cleamer do it's job well ............
If you want to buy a whole lot of expensive parts: MAF (mass air flow), new oxygen sensors (Contiques have FOUR)... go ahead spend $1,000.... and then find out you don't pass!!!!!!! Cuz what was wrong wuz' a cracked vacuum hose!!!! $15 including labor! eek mad eek :rolleyes:

Also, I have friends on an F-Body board who have had passing results with the help of 2 bottles of dry gas in the tank during the inspection.

It's not theory, it's fact. There is not enough air being burned with the gas and you're getting CO formation.
Why? could be a million reason....

A cracked or leaking vacuum hose would cause a lean mixture. My brother's car is proof of that.

The 95 models only have two oxygen sensors, and they are $40-$50 each, and not difficult to replace.

I will still recommend changing the oil and taking it for a long drive, then getting it retested if that won't cost too much. If it still fails then replacing the O2 sensors is most likely needed.

Is the check engine light on or not?

You guys are all guessing?It's not about passing emmissions test it's about yor car running efficiently.The three main things on the engine emmission test are 1. Nitrous oxides
2. Hydrocarbons
3. Carbon monoxides.
Nitrous oxides... means your burning too hot in your cylinders,that's why they pump in exhaust gases via the EGR system to cool it down. Check EGR sytem.
Hydrocarbons...is basically unburned gas(or petrol to you limeys etc).Check rich mixture,Misfires,bad cat converter. Carbon monoxide...is basically what is left after the burning process ..Too high?...Rich mixture.
You should have a CEL light if O2 sensor is gone or mixture is too rich. All the things the guys suggested oi,air filter etc are ok but you should be doing all these things anyway.The o2 sensor checks for oxygen levels in exhaust gases and signals the ECU to adjust pulse width of injectors i.e.how much gas your getting. Remember all this computerization is about emmissions i.e. efficient mixture and burning of fuel(stoichiometric ratio) and cleaning up any that did not get burned.
Try to read trouble codes and if you can't do that take it to a good repair shop because if you try to do it by elimination it will cost you a fortune.

A 95 will not have a cat efficiency monitor, so you will not get a code if the cat is marginal

i haven't cahnges the all yet but i will very soon but i did change the air filter, plugs, wires, and no my check engine light does not come on! Oh i did clean out the throttle body with some cleaner and wow what a difference it made !!
