If you remove the IAC Valve, should the valve be totally sealed or a little bit open. I just took mine off, because my car had a 3000 rpm idle, and the valve is slightly open. Is this the normal at rest position? If not, guess I need to get a new one.

Try to clean it with carb cleaner before you get a new one. While it is disconnected apply 12 V to it and you should hear a distinct click. If so it is working. (+) positive to the terminal the green/yellow wire connects to and (-) negative to the terminal that the black/yellow wire connects to. It is important to get the polarity right or you could damagge the diode in the valve.
Also try cleaning your throttle body with carb cleaner. It may be so jamed up with gunk that it is not allowing the butterfly to close properly. Good luck.
