For lo-speed operation (stop & go traffic, excessive idling, etc.) the fan motor is fed via a dropping resistor on fan shroud (bottom, driver's side). Hi and lo relays located in engine compartment fuse box, can be removed and socket terminals jumpered to cause fan operation (engine off, ignition on).
