Where can I locate the Parking Brake TSB Kit?

Not sure what you are asking here but a dealer would normally be the place.
If you are talking about "new" cables with improved seals for rear discs, then I'm not sure what aftermarket cables are like, my relacements were OEM.
If you are talking about extra springs at cable ends, then I think only dealer.

That kit might be hard to find. When I got mine, I found out they were discontinuing it.

Of course, now that I've gotten it installed, the cables have stretched a bit and the mechanism hasn't taken up the slack, so the parking brake isn't really doing anything. frown But that's better than the brakes not disengaging.

Here ya go.... F6RZ-2A635-AA.
My local dealership had it for me in ~2 days. It was ~$50, but I'm sure Bill Jenkins will get it for you for cheaper than that.

Handbrake not releasing due to water getting in to the boots at the end of the cable. TSB kit addresses this and has stiffer springs as well.
