i am having similar problems on m 95 LX 'tour, begining after the local yocals here at Cain Ford did an engine swap for me, except on m car both fans cycle when the car comes upto temp. and/or when the A/C is turned on,

Well there's no guarantee that the recall performed caused the problem, but you seem to have no choice but to take it back and have them diagnose the problem and estimate cost to repair.

Please keep us posted on the final outcome.

Where's thet thermal protective device located,how much and is it easy to replace?

It's part of the fan low speed dropping resistor and should be located on driver's side of fan shroud. Can't comment on cost nor degree of difficulty.
