My 99 Contour (ATX, 85k) has an ABS problem, the ABS system is causing a very minor pulsing of the brake pedal even on dry pavement when I know the tires are not slipping. I am familiar with what warped rotors feel like and I know what the ABS feels like when fully engaged and this feeling I have in the pedal is as if the ABS system is pulsing but only just barley, it happens every time I hit the brakes and is always the same frequency of pulsing whether going very slow or at highway speeds (warped rotors would change pulsing frequency with speed). A search did not reveal anyone else having a similar issue in this forum. Any help would be greatly appreciated.

Try pulling the ABS fuse and see if it still occurs.

Don't do this !!!
If you pull the fuse, you will lose the Electronic Brake Force Distribution,
and when you step on the brake all of your wheels will lock up INSTANTLY!
Take the car to AutoZone and ask them to scan for codes.
Chances are you have a bad wheel speed sensor, and that is causing the pulsation.
The code they pull will tell you which wheel sensor to replace.
You are also probably overdue for a complete Brake Fluid change,
if you haven't done it already.

RoadRunner, if the computer was storing a code wouldn't my check engine light come on?

NO, NO, NO, the check engine light is only for emission problem controls... that is to tell you to fix your car as you are putting out dirty air(a government thing), but other codes like a bad vehicle speed sensor, etc. will store codes and the light will never come on..........

This was a different type of problem - but it was from a flaky speed sensor.
My wife's Neon would once in a while kick in the abs whenever the brakes were applied below 5 mph. It would come and go - and then one day I realized it always cleared up after a car wash. One day it started up again, so I got the hose and sprayed one wheels speed sensor at a time to find that the front passenger wheel was the culprit.
I figured the sensor was just somewhat off from the other three, and that when it got covered in semi-mettalic brake dust it pushed the signal over the edge and made the car think that the wheel was locking up at low speeds.
There was no code stored for this - but it was definetly a repeatable fix of spraying the back of that wheel whenever it happened. Finally we just replaced that sensor and it's been fine ever since.

I had, the exact same problem in april or so. I pulled the ABS fuse, the small one under the dash, not the main one close to the battery, and now everything is great. Also ABS is now off, but I can finally drive, the only drawback is the ABS light is on.

the abs light should come on if you have a code.its probably a bad wheel speed sensor,tone ring,or air gap problem.you can pull the fuse without disrupting the balance of the brakes,all it will do is deactivate the abs,but yours isnt acting properly anyways so it may help you out for now untill you can find out what is wrong with it.sometimes it will not set a light when the abs has a problem,but 9 times out of ten it will.

99 and up use the ABS computer instead of a proportioning valve. If you pull the ABS fuse, your rear brakes will lock up easily and could cause a tail spin. Listen to RoadRunner!
Older models had mechanical proportioning valves and you could disable ABS without consequence except no ABS.
You could have a bad sensor, you could have a low tire. If one tire is low or worn significantly more than another, the ABS would sense the rotational speed difference and come on.
Check tire pressure and wear first, then look at sensors and connections. FWIW
