I popped the hose off of the EGR, and blew air into it with my mouth. I could not build presure, if the EVR has gone bad, should I not be able to blow air into the green hose. I looked for cracks, and could not find any!

EVR is a normally closed solenoid valve. I'm not sure your method of checking would be reliable.
I would rather remove connector and apply a fused 12 volts and ground and feel/hear it change positions.

BTW I would think failure mode most likely would be failure to open (bad coil), rather than failure to close.

Your sentence is ambiguous, but I assume that you blew air into the green hose.

If that is the case, then I agree with horseydug, I do not think that your test is valid (since the hose that connects to the other side of the EVR is still connected).

Also, I would not recommend putting your mouth on any car part. Car fluids (oil, gas, etc.) are known carcinogens (i.e., they cause cancer). As a matter of fact, when I work on a car I wear latex gloves as much as possible. You would be surprised how easily your skin can absorb fluids into your body.
