A fair statement but not as clear as you'd like. There is no way to know of a 'good or bad' non DOT line nor is there a way to know of a good or bad DOT approved line. The testing done on such lines to pass the tests are of coure not done to every line made but to the 'spec' the manufacture built the test part to and it passed. That's no gaurantee of every hose made will be completely trouble free. Thus the problems with both DOT and NON DOT hoses in many cases.
In many many cases the non DOT line will be of at or better quality than the factory hoses supplied, but it may not carry the proper certs for reasons that have zero impact on real world issues or proper fitting even with adapter fittings.
I wouldn't make it a very big issue on any hose kit or brake kit considered. Any reputable manufacture can and does produce hoses that are up to the task. This includes; Earl's, Goodridge, and Aeroquip. In fact a local race supply shop couuld likely make in house hoses for you to your needs and they'd be just fine. I personally trust my own hoses on my car entering a switch-back turn on Pikes Peak and have no reservations about it.....
