Comrades, I have a problem.

Upon backing out of my garage, the exit of is short (1 meter) downhill and the sharp uphill my rear right wheel locks up! And locks up tight. It completely stops rotation. When I pull forward it moves freely. This happens after prolonged stop and only when backing up. When I mash the brakes it unlocks and then there is no problem. I never use my parking brake while in garage or parking unless on a very steep hill. Even when I use the parking brake when facing forward and, afterwards moving forward-no problems! Few days a go I had to remove the dust shield from the wheel in question, also the brake caable tie strap broke down (same side). Now, I am due to pads replacement and I have new tie downs for the brake cable. Is there something else I should pay special attention whilst working the brakes. Make not that it happens only to the rear right, rear left is fine. No squealing or sqeaking, no overheating of the wheels or discoloration. So help me fellas what is wrong with this brake set up here?

Have you ever had the e-brake fix installed? It's a couple of springs that go on the parking brake mechanism and new cables.

No and here is why. First I live in Bosnia so it's kinf=d of difficult to get the parts one needs. Secondly for the whole of the winter (bad one too, lots of cold days) my e brake choose not to act funny. Now the question could the fact that the strap, holding the cable tied to the trailing arm, broke cause this? It does not seem logical but hey whole life is not very logical so go figure.
