After all these years this is a stupid question. I know that the cooling fan only kick on when the temp reaches a specific point when the A/C if off. However, on my Zetec, 96 Mystique, as soon as I turn on the A/C the electric fan kicks on regardless of the engine temp. It could be ice cold and the fan still kicks on.

Is this normal operating procedure?

Definitely and yes you also have a two-speed fan as well so don't be alarmed if in the summer you hear it kick on at a higher RPM when the car starts and is warm
