When I bought my SVT it had ~32,000mi and around 38k the left fog light went out. I replaced the left fog light with the correct bulb. I proceeded to drive for about fifteen minutes, pulled into a parking spot, and the light again burnt out. The right has shined brightly before, during, and after this problem, and still does today. Any help on what may be the problem would be great? Is there a bad wire, and if so how do you test for it? Or, does it sound like a different problem?

Faulty new bulb the most likely, try another.

Check for moisture in the housing too.

And make sure there is no oils on the bulb (dont touch it). That will cause it to live a very short life.
