I had to do the same thing with the 95 when the cup holder would get stuck inside the console, what a pain.

With the part number found here on Contour.org do you get 1 or 2 cupholders for the $21? I tried to call Bill Jenkins and ask him, but I haven't had any luck getting ahold of him, the other parts guy didn't know.
For a 98 Contour, what are the new cupholders? Just taller rubber inserts?

I have the newer cupholders. It came factory. They work great. I recommend them.

$10 at any auto parts store. I just took my Ford crap one in and matched the size. Then I installed it and hoped it wouldn't trigger a CEL due to not being vented the same. I've had no problems in 4 years of owning the car, and it's peace of mind, even though I park in a garage.
