ok i know that you are supposed to be able to put eibach springs on stock se struts and i know that it is not as good as getting new struts so i bought a set of eibach springs for my 98 se and i took it to the local tire shop and they said the spring will not work that it won't toghten up and that it just flops around are they dumb or am i gonna have to buy new struts before i can put the eibach springs on my se HELP!!!!!

Is it possible you accidentally were sent front springs? The fronts are much shorter than the rears. Also, the eibachs don't really compress until you reinstall the strut on the car due to their shortened stance. In any case, something is wrong either with the parts or the install because you can install eibachs on stock struts.
